This is a Handbook on Improving Victim Services for International Tourists Who Become Victims of Crime. It was written for an OVC grant but has never been published, so it is available only to NOVA members. It is a supplement to the Handbook on Justice for Victims On the Use and Application of the United Nations Declaration of Basic Principles of Justice for Victims of Crime and Abuse of Power. It is full of practical ideas for serving victims with complex needs. It was first written in response to Desert Storm and has been updated for the most recent war in Iraq.
