Barbara Kendall
Senior Training and Technical Assistance Coordinator

Barbara Kendall has been involved with victim services and rights for over twenty years, having worked with government and non-profit organizations as program developer, manager, and advocate. As Senior Training and Technical Assistance Coordinator at NOVA, she provides training and technical assistance in victim services.

She worked over seventeen years in the Boulder, Colorado, District Attorney’s Office as the Director of the Victim/Witness Assistance Unit and the Director of Program Development. During this time, she developed crisis intervention services for victims, specialized services for domestic violence victims, services for victims of juveniles and misdemeanors, a volunteer component, and restitution protocols. She wrote training manuals plus trained staff and volunteers. She also administered the Victim Compensation and Victim Assistance and Law Enforcement programs and funds for her local jurisdiction.

During her professional career, Barbara has participated in program development for local community crisis response, violence prevention, Latino mentoring, underage drinking, mediation, and juvenile diversion. She is an experienced grant writer with public and private grantors. She previously worked as Resource Development Director for a non-profit agency that serves youth at risk. She is a former English and Social Studies teacher.

Her commitment to victims’ rights has extended over many years. She was instrumental in the passage of Colorado’s Victim Compensation legislation, Colorado’s Victims’ Bill of Rights, and Colorado’s Constitutional Amendment for Victims’ Rights. She has served on several boards locally and nationally that are dedicated to providing services to victims. She was a NOVA board member for many years and is a previous NOVA president. She also served on the board of the National Association for Crime Victim Compensation Boards as well as co-chair of the sub-committee on Native Americans and Compensation. She was a founder of the Colorado Organization for Victim Assistance (COVA), served as its president, and presently is board member. She is a member of Colorado’s Victim Assistance and Coordinating Committee and chair of the VOCA grants sub-committee. Barbara is an on-call victim advocate for the Boulder Police Department.

Her training experience is extensive in victim services, the justice system, program development and management. She has trained locally and nationally, including for NOVA. She participates on local and NOVA’s CRT, going to such places as South Florida after Hurricane Andrew and Kobe, Japan, after the earthquake. She also provides technical assistance in victim services.
